History of SAPlist
Lee Mauk is a nationally recognized expert on DOT drug and alcohol testing regulations. In 2003 he founded SAPlist.com, a nationwide searchable database of DOT-qualified Substance Abuse Professionals. In 2007, he created SAPlist U as continuing education for DOT-qualified SAPs who meet the requirements of 49 CFR part 40.281. The sole purpose of SAPlist U is to meet DOT’s continuing education requirement during each 3-year period following the date of the SAP’s SAP Exam (49 CFR part 40.281(d)).
From 1989-1991, Lee had provided DOT-mandated training for managers and supervisors of Northwest Airlines. He focused on DOT’s testing process, the Medical Review Officer (MRO) process, as well as the modal rules for each of the 6 transportation modes.
In 1994 he launched RLM Consulting, an independent consulting company, by which he:
- Develops and writes drug and alcohol programs and policies for employers, in compliance with state and federal DOT laws
- Conducts independent on-site compliance reviews for employers that are subject to audit by the DOT.
- Designs educational programs for employees, including required reasonable suspicion training programs for supervisors of DOT-covered employees.
Lee holds an A.B. from Carleton College and a MEd from New York University.
